Contract to start ASAP until 31-03-27 with a possible extension.
Job Purpose
Reporting principally to the SWNZH Senior Project Manager (Delivery), the Senior Data Officer leads research and analysis to guide and support strategic development, decision-making and project development by the South West Net Zero Hub.
You will help us to understand the state of the region's Net Zero action and the impact of the SWNZH's projects.
You will be responsible for delivering evidence to drive the Hub's strategic direction and the design of policy to meet the Hub Board's priorities.
This is a great opportunity to use high quality data and analysis to shape the future of the South West of England Net Zero action.
You will work with teams across the Hub, using a range of quantitative and qualitative data analysis techniques to inform strategy and project development, and impact assessment.
This role strengthens the way the SWNZH reports projects to key external stakeholders,
including the Department of Energy Security and Net Zero and the SWNZH Board.
The role requires the ability to influence, improve collaboration, improve efficiency within and across teams, and improve the efficiency of SWNZH reporting.
The Senior Data Officer will execute specific IT projects, using a variety of tools, such as the newly created CRM system, using PowerApps and Dynamics 365, Power Automate, GIS mapping, BI Dashboards and XLS.
RESPONSIBILITIES
You will be responsible for shaping and producing high quality data analysis to guide the development of the SW Net Zero Hub's strategic and operational priorities. This includes:
working with management and delivery colleagues across the Hub to understand analysis requirements.
esigning and carrying out analysis and the interpretation of data to address these
requirements, identifying and resolving gaps in information and managing commissioned
data led research where necessary.
reporting evidence in a way that provides valuable support to strategic and
operational development, and, where appropriate, to a public audience.
The Senior Data Officer will build on the current CRM Database, ensuring that the functionality accounts for the needs of different teams, and deliver training to senior managers and team members on how to manage and use the system.
You will lead on impactful GIS projects with the different SWNZH teams using .
You will design and produce reports and information which are effectively delivered, strategically and operationally relevant, accurate and appropriate for a range of audiences.
Your work will provide insights by identifying the implications of the evidence for strategic and project decisions.
This will include:
build strong working relationships with local and national partners, universities and others to understand evidence requirements, draw on expertise, and agree access to data;
ensure that evidence is robust and meets the needs of users;
communicate complex technical ideas and arguments in ways which non-specialists
can readily understand, both in writing and in verbal presentations; and
ensure that confidential information is dealt with appropriately and that data is
managed in accordance with data protection legislation.
The post holder will lead on the creation, project manage and maintain a project dashboard to present key SWZNH programme performance indicators as well as;
Represent the SWNZH on the Data, Project & Pipelines cross-hub Working Group.
Lead the working group, co-chair and be the direct line of support for central government requests.
the post holder will also be the teams data champion and information asset custodian, and will ensure that all data management is compliant with GDPR in line with the West of England Combined Authorities GBPR frameworks.
This role is hybrid, with once a week, usually Wednesday in the office
