Contract to start ASAP until 31-12-26 with a possible extension.

Job Purpose

The Payroll Manager is responsible for leading and managing the Council's payroll function, ensuring the accurate, timely, and compliant processing of payroll for all employees.

The postholder will oversee payroll operations, maintain compliance with statutory requirements, manage payroll systems and processes, and provide strategic leadership to deliver an efficient, customer-focused payroll service.

The role requires strong technical payroll expertise, effective people management skills, and the ability to drive continuous improvement while supporting organizational objectives.

Responsibilities

Payroll Operations Management

Lead the end-to-end payroll function, ensuring accurate and timely processing of payroll for all Council employees.

Oversee monthly payroll cycles, including salaries, overtime, allowances, deductions, pensions, and statutory payments.

Ensure payroll records are maintained accurately and securely.

Manage payroll reconciliations and reporting activities.
