Job Purpose

To lead and deliver housing development projects within the New Homes Programme (NHP), ensuring schemes are completed on time, within budget, and to required quality standards.

The postholder will manage the full project lifecycle from feasibility through to completion, supporting the council's housing strategy and regeneration objectives.

Responsibilities

Lead the planning, development, and delivery of new housing projects across the borough.

Manage project lifecycles including feasibility, design, procurement, construction, and handover.

Develop and maintain project plans, budgets, risk registers, and programme schedules.

Procure and manage consultants, contractors, and development partners.

Ensure compliance with planning, building regulations, and statutory requirements.

Monitor project performance, costs, and timelines, providing regular reports to senior stakeholders.

Identify and mitigate risks and resolve issues impacting delivery.

Engage with internal teams (planning, finance, legal) and external stakeholders.

Support funding applications, business cases, and financial appraisals.

Ensure projects align with sustainability, affordable housing, and community objectives.

Lead on contract management and ensure value for money.

Promote health and safety compliance across all project stages.
