Job Purpose

The Strategic Finance Manager is responsible for providing high-quality strategic financial leadership, advice, and support across the Council.

The postholder will lead financial planning, budgeting, forecasting, statutory reporting, and financial governance while supporting senior management in delivering the Council's strategic priorities and ensuring effective stewardship of public funds.

Responsibilities

Lead the preparation and management of the Council's Medium-Term Financial Strategy (MTFS), annual budget, and financial planning processes.

Provide expert financial advice and strategic support to Directors, Heads of Service, and elected Members.

Monitor revenue and capital budgets, identifying financial risks, opportunities, and corrective actions.

Produce accurate financial forecasts, management accounts, and performance reports for senior leadership and committees.

Ensure compliance with local government finance legislation, accounting standards, and Council financial regulations.

Lead the preparation of statutory accounts and support external and internal audit processes.

Develop and maintain effective financial controls, governance arrangements, and risk management practices.

Manage and mentor finance staff, promoting continuous professional development and high performance.

Support business case development, investment appraisals, and major transformation programmes.

Drive financial efficiency, value for money, and continuous improvement initiatives across Council services.
