Conservation Officer
Job Description:
Contract to start ASAP until 25-12-26 with a possible extension.
Job Purpose
To be responsible for progressing all aspects of the team's work programme including statutory planning casework, pre-application negotiations, urban design studies, conservation areas and historic building matters, housing regeneration, appeals and relevant policy development, taking a lead role on area of expertise, ensuring this work is carried out effectively and efficiently.
To provide a consistent, timely and effective service regarding all design and conservation related matters to Development Management and ensure effective liaison with other officers on specific planning and design related projects.
To contribute to the continued enhancement of the design quality and sustainability of new development in Hackney through effective negotiation and assisting in the team's management of the Hackney Design Review Panel.
To be responsible for ensuring that all tasks associated with the post are carried out in accordance with relevant legislation and adopted local, regional and national planning policy and guidance.
. To ensure statutory and legal obligations are delivered and communicated in a customer focused manner, optimising available resources.
To represent the Council as an expert spokesperson on issues related to conservation and design.
To deputise for the Team Manager as required and to contribute to the efficient and effective performance management of the team, developing, prioritising and reviewing its activities, assisting in establishing work programmes and targets and ensuring their achievement.
RESPONSIBILITIES
To be accountable to the Conservation, Urban Design and Sustainability (CUDS) Manager and Deputy Manager for achieving agreed Service objectives and targets, achieving timely and effective outcomes and putting into practical operation the key objectives of the service and council in relation to urban design and/or conservation matters as required.
To work and collaborate with the council's Principal Conservation and Design Officer and other CUDS officers to ensure the delivery of the team's work programme.
To work in collaboration with senior management and stakeholder representatives to inform planning policy formulation and evaluation in order to support and embed high quality design and the preservation of the historic environment as part of the planning process.
To liaise with wider service areas within the council acting as a lead expert to help inform wider corporate objectives relating to urban design and/or conservation as required.
To represent the council as an expert for issues relating to the built environment, in particular conservation and design, including providing input into appeals and prosecutions and appearing as an expert witness at examinations in public on matters of significant consequence to the council and community.
To ensure that necessary and effective consultation and liaison to facilitate the effective involvement of local interest and statutory bodies and other council services with regard to conservation and design is carried out.
To negotiate agreements under the Planning Acts relating to conservation and urban design as required.
To liaise with interested parties e.g. stakeholders and developers, in order to secure resolution of potential conflicts and high quality, innovative outcomes that reflect Service objectives
