Contract to start ASAP
Duration: 24 weeks with a possible extension.
Responsibilities:
Manage a programme of highways projects through from detailed design to implementation – with the focus being on effective project management, ensuring quality design and holding the contractor to account during implementation
Provide expert advice and input on contract specifications, the commissioning of projects, and the management of the tendering process and onward management of contractors.
Prepare and monitor budgets and effectively manage the teams finances
Ensure compliance with the councils Road Safety Audit process and act as Project Sponsor.
Able to act as Principal Designer fulfilling the duties as set out in the Construction (Design & Management) Regulations.
Represent the Councils view on divisional, departmental or corporate initiatives in forums at senior level.
To work with local communities and residents groups on the development of services, informing the public, and resolving problems.
Keep abreast of best practice and policies in highway and traffic engineering.
Liaise with other bodies and in doing so to establish working relationships that will facilitate the securing of future funding and backing of development projects/initiatives.
Maintain a customer focus. Liaise with users, other Departments and external agencies to ensure that the services provide best value and meet the needs and preferences of existing and potential users.
Develops and manages review processes of the Units service provision
Performance management of a team of multi-disciplinary staff in accordance with Council procedures.
Manage a wide range of contractors, consultants and temporary staff that may be engaged to deliver projects, in particular the councils term highways contractor
Ensure appropriate record keeping and maintenance of Quality Management Systems (QMS)
Ensure compliance of projects with Southwarks streetscape design standards and design quality processes
Deputise for the Group Manager as required.
Undertake any other duties consistent with the level and nature of the post.
