Job Description:

Contract to start ASAP until 11-09-26 with a possible extension.

We are recruiting for an experienced Fleet and Compliance Manager to lead the operational management of the Council's fleet, depots and technical services. This is a senior leadership role responsible for ensuring the Council's fleet operates safely, efficiently and in full compliance with statutory legislation, Operator Licence requirements and Department for Transport regulations.

You will lead a specialist team, oversee fleet compliance, depot management, Health & Safety and service improvement initiatives, while driving operational excellence and supporting the delivery of essential front-line services. This role also offers the opportunity to contribute to strategic planning, commercial development and continuous improvement across City Services.

Key Responsibilities

  • Lead and manage the Council's Fleet and Technical Services team.
  • Ensure full compliance with Operator Licence requirements, VOSA/DVSA regulations and relevant transport legislation.
  • Oversee the maintenance, compliance and operational performance of the Council's vehicle fleet.
  • Manage Council depots and ensure buildings are safe, compliant and fit for operational use.
  • Lead Health & Safety across City Services, promoting a strong safety culture.
  • Drive service transformation, efficiency improvements and commercial opportunities.
  • Develop and manage budgets, resources and team performance.
  • Build effective relationships with internal departments, contractors and external stakeholders.
  • Identify and manage operational risks, business continuity plans and emergency response arrangements.
  • Support senior management, contribute to strategic planning and deputise for the Head of Service when required.
  • Participate in the out-of-hours on-call rota.

Requirements

  • Proven experience managing fleet operations, transport compliance or vehicle maintenance services.
  • Strong knowledge of Operator Licence requirements, DVSA/VOSA regulations and transport legislation.
  • Experience leading and developing high-performing teams.
  • Knowledge of Health & Safety legislation and compliance within a fleet or operational environment.
  • Experience managing budgets, contracts and service performance.
  • Excellent leadership, communication and stakeholder management skills.
  • Ability to lead service improvement, transformation and change initiatives.
  • Full UK Driving Licence.
